Long-Term Care Resident Councils and Family Councils Project

The Change Foundation’s interest in meaningful and effective patient engagement continues through new partnerships and a new project looking at resident and family councils in long-term care (LTC) facilities across Ontario. The project builds on The Change Foundation’s comprehensive examination of patient and family councils in Ontario hospitals and will deliver a series of best practices and recommendations for how LTC facilities and resident councils and family councils can work together effectively.

This report summarizes and compares results from the surveys to long-term care residents, family members, and administrators/staff assistants to give an overview of the actions the councils are currently taking within LTC homes, the time commitments involved, and how their role, effectiveness and impact are being perceived

 

 

 

 

 

 


Project Objective
The overall goal of the LTC project is to better understand the role, functioning, impact and leading practices of resident councils and family councils in long-term care homes in Ontario.

Project Timeline and Research Methods
This is a mixed methods project that will have two phases and span a two year time frame starting in Winter 2015 and concluding Spring 2017.

Phase One (Winter 2015 – Spring 2016)
Phase One of the project features four surveys in both paper and online form: a resident survey, a family survey, a council staff assistant survey, and an administrator survey.  The surveys cover a range of multiple-choice questions from basic questions about the home’s council and its operation and membership, to more in depth questions about value, satisfaction, and specific areas for improvement.

Phase Two (Spring 2016 – Spring 2017)
Phase Two of the project will feature a limited number of case studies which will build on the results of the surveys and use additional sources of data including interviews, focus groups, and document reviews. Sites for each case study will be selected from survey participants.

Project Partners
The Change Foundation has actively partnered with the Ontario Association of Residents Councils (OARC), Family Councils’ Ontario (FCO), the Ontario Long Term Care Association (OLTCA), and the Ontario Association of Non-Profit Homes and Services for Seniors (OANHSS) to ensure the project, reports, and recommendations are relevant and useful for the sector, and can be readily applied.
